Although with announcement of Dall E3 OpenAI has not finalized any particular date, it is anticipated that it should launch within this month of October 2023. But if you wish to use the Dall E3 right now, you can do this with Bing Chat.

After the acquisition of a large percentage of shares in OpenAI, Microsoft is aggressively integrating AI services into its own products, one of them: Bing Chat. Just like Bing Chat was already using GPT-4 prior to the release of GPT-4 LLM in public, Bing Chat has now integrated DALL·E 3 within its chat.

You can go to bing.com and click on the Chat option in the menubar. You may be asked to log in. On the chat page, Choose the conversation style as Creative and start your message with generate an image or create an image following whatever you wish to generate an image of.
